The infrastructure “world” is fragmented. The stakeholders, including owners, engineers, contractors, bond holders, governmental officials, and others, often have widely divergent interests and  perspectives.

Recognizing this fragmentation, Tom Iseley and Randy Marra created IIS, LLC, to act as a unifying source of unbiased answers and creative solutions to commonly encountered issues.

Tom Iseley and Randy Marra have collaborated for many years on numerous endeavors. The focus of their work is to bring new technologies to an emerging market segment that offers all too many options and, unfortunately, a lot of confusion.

These new technologies, including conditional pipeline assessment, re-lining, pipeline repair, and tunnel lining, can sound expensive and complicated. Engineering firms and municipal asset managers are cautious about bringing new technologies to their projects.  However, these new infrastructure technologies are sometimes the most cost-effective and efficient answers to otherwise daunting problems.

With their years of in-depth technical experience and world-wide recognition as experts in the infrastructure field, the IIS team is uniquely qualified to help identify and connect stakeholders to the  technical and management solutions they need.

Tom and Randy were approached by the World Trade Center® Indianapolis to help illuminate some of the issues presented in conversations with other World Trade Centers around the globe.  Realizing that they could help bring an outside perspective to the worldwide problem of crumbling infrastructure facing many municipalities, both domestically and internationally, International Infrastructure Solutions (IIS), LLC, was created. 

The IIS team brings together Tom Iseley’s strong academic background, Randy Marra’s broad experience in the heavy underground industry, and the World Trade Center’s worldwide access to markets, resulting in the perfect combination of skills, experience, and access needed to assist clients in the development of a superior infrastructure strategy.

Dr. Tom Iseley has over 40 years of experience in the planning, design, and construction of underground infrastructure systems. From 1982, he served on the faculty of Mississippi State University, Purdue University, Indiana University–Purdue University Indianapolis, and Louisiana Tech University. He earned a B.S. in Civil Engineering and an M.B.A. from the University of Alabama in Birmingham. His Ph.D. in Civil Engineering is from Purdue University.

Randy Marra has over 40 years of both underground and surface construction experience.  Beginning at S&M Constructors, Inc., a family-owned heavy underground tunneling company, Randy continued his career by involving himself in the many facets of the underground business.  With national and international exposure to various projects, Randy has been involved with all phases of Heavy Civil Infrastructure Construction. Marra is also a licensed Real Estate Broker in the State of Indiana, USA.

 

Marra earned a B.S. in Finance (minor in Real Estate) from Florida Atlantic University and a degree in Business from Lynn University.

As President of the World Trade Center® Indianapolis, Doris Anne Sadler manages WCTI’s business strategy and operations.

She has served in numerous public leadership roles in the State of Indiana, including:

 

  • Deputy State Auditor and Legal Counsel
  • Clerk of the Circuit Court of Marion County, Indiana
  • Chairman of the half-billion-dollar Indiana Deferred Compensation Plan

 

Sadler co-founded and led the Feinstein Initiative for the Preservation of the Great American Songbook from 2007 through 2012, and she volunteers her time and talents on numerous philanthropic boards throughout the state. She and her husband, Tim, live in Indianapolis with their two children.

 

Sadler graduated from Louisiana State University with a degree in Political Science before attending the University of Leningrad in St. Petersburg, Russia and Oxford University’s Institute on International and Comparative Law in the United Kingdom. Upon returning to the United States, she continued her education, receiving a J.D. with a specialization in International Law from Rutgers University.

Xiaonan (Nancy) Wu, Ph.D.
Author and Professor, Civil Engineering and Architecture College, Southwest Petroleum University in Chengdu, China

 

  • 1995–2003: Participated in 15 gas field collection and gas pipeline transportation projects while working for Petro China Engineering Design Co., LTD.
  • 2003–2014: Taught and conducted research at Southwest Petroleum University Oil & Gas Engineering College.
  • 2014–2015: Wu served as a Visiting Scholar at the Trenchless Technology Center at Louisiana Tech University, where she lectured and conducted research related to the renewal of urban natural gas pipeline systems.
  • 2014–present: Taught and conducted research related to environmental and energy engineering applications with expertise in oil and gas gathering, oil and gas pipeline, urban gas and liquefied natural gas (LNG) at the Southwest Petroleum University Civil Engineering and Architecture College. Wu presided over the design and construction of the “urban gas engineering virtual simulation experimental teaching center” at Southwest Petroleum University, which included the establishment of a sustainable development of virtual simulation experiment teaching service support system.

 

Wu has authored industry guidelines on the design of oil and gas storage and transportation, as well as  textbooks on the compilation of safety technology for oil and gas storage and transportation and LNG technology. Her publications and research have won national awards.
